Joseph L. Rotter, 79, of Cheyenne, Wyoming passed away May 31, 2020 at Medical Center of the Rockies in Loveland, Colorado.
Joe began his law enforcement career in Virginia Beach, Virginia after serving in the United States Navy on the U.S.S. Saratoga. He left Virginia to continue his law enforcement career in Cheyenne, Wyoming retiring after 20 years in 1989. He was a life member of the Wyoming Peace Officer's Association.
Joe loved golfing, bowling, playing poker, fishing and camping, and volunteering more than 25 years for Contestants and Public Relations Committees in Cheyenne Frontier Days. He attended Wyoming football games for over 50 years. He helped coach Little League Baseball. In 1990, he served as Grand Exalted Ruler of local B.P.O.E. 660. In later years, he and his wife enjoyed travel to Florida, Texas, and Nevada.
He was born in South Dakota August 14, 1940, son of the late Joseph and Dorothy. He is survived by his wife of 46 years, Mary Jo Rotter and son, Eric Henderson.
