Franklin E. "Frank" Carter

Franklin E Carter, Sr. 91, passed away peacefully at home November 15, 2018. He was born October 22, 1927 in Blackshear, GA to Lloyd & Lillie Carter. He was raised in Florida. He joined the Merchant Marines at the age of 18 and served on numerous vessels during WWII from 1945 to 1947. After his discharge from service he began his apprenticeship as an electrician in Florida and traveled to work in Texas and met the love of his life, Bertha Guerrero, in Rio Grande City, TX and they were married on March 11, 1950. Frank was a 67 year member of the IBEW and a member of Local 415 in Cheyenne. He performed ministry services around the country where his work took him; later he was a Chaplin for VFW Post 11453 in Cheyenne. Frank was a Charter member of Sunnyside Baptist Church and a loyal member of First Baptist Church with a strong faith in the Lord.
During the couples 68 + year union, they were blessed with six children, Frank Jr (Janice) Carter, Debbie (Sam) Horton, Linda Carter, Becky Carter, Lorrie Hogan and Jon Carter, 7 grandchildren, Brandi McCormick, Dusty Hays, Rhianna (James) Haight, Justin (Crystal) Carter, Jonathan Carter, Kaleena Carter, Samuel Horton, and Patrick Carter, 13 great grandchildren, Dalton Wright, Mason McDunn, Britton Hays, Damon Schwarz, Cameron McCormick, Taylon Haight, Dillon Hays, Lillyan Haight, Chloe, Tristan, Trevor and Talon Edmunds and David Allen, and 1 great, great grandson Elijiah Pickren.
Frank loved hunting, fishing and tinkering around in the garage. He loved riding horses in CFD parades with the Saddle Tramps and watching the rodeo. He loved watching the Rockies, the Bronco’s but especially Wyoming Cowboys Football and Basketball. He was an Amzoil dealer for over 40 years. Mostly Frank loved his family and his extended family of friends.
He is survived by his wife, children, and his grandchildren. He was preceded in death by his parents, two brothers, his son Jon Eric and grandson Samuel. Services to celebrate his life will be held at First Baptist Church on Saturday November 24th, 2018 at 10:00 A.M. with Military Honors and burial at Cheyenne Memorial Gardens immediately following. A Reception will follow at First Baptist Church. In lieu of flowers, donations may be made to The Stocker Scholarship Fund for IBEW local #415 to provide college assistance for family members. Donations may be sent to IBEW Local #415 at 810 Fremont Avenue, Cheyenne WY 82001
